It's up to your website and your goals. Launching a new community requires more visitors and takes more time because you have to invite websites to join you as well as animate social interactions. Nevertheless, you can create a new community for your own website, for your clients if you are an agency, or, indeed, for any other purpose... It's up to you!
What's more, if you don't find a community centered around your business or passion, then it's probably a good time to launch one to link to websites and people sharing the same interests! Do you have some exciting news, a new event or a special announcement to make? Just create your community.
Joining an existing community is easier and doesn't require as much time and energy as creating one. After you've found one you like, it's very easy to join and take part in the social activity.
